Supporting Best Practice Principles

The Queensland Government has temporarily suspended the use of Best Practice Industry Conditions (BPICs) on new government-funded construction projects.

BPICs for the social services sector are not affected by the suspension.

The Queensland Procurement Policy requires the application of the Best Practice Principles (BPPs) for major projects of $100 million and above, or for projects declared as being subject to the BPPs.

The BPPs include:

  • workplace health and safety systems and standards
  • a commitment to apprentices and trainees

How the BPPs work

All government agencies subject to the Queensland Procurement Policy must apply the BPPs to major projects of $100 million or more. Government agencies include budget sector agencies, government-owned corporations, statutory bodies and special purpose vehicles.

To declare a project, this requires:

  • consultation between the responsible Minister and the Minister responsible for Government Procurement
  • approval from the Premier.

The BPPs will be weighted up to 20% in tenders. The Minister responsible for the project must approve the weighting before the tender is released. These measures will ensure the BPPs deliver tangible outcomes for Queensland.
